Fernando Elísio Freire de ANDRADE is Minister of State, Parliamentary Affairs, President of the Council of Ministers and Minister of Sports in Cabo Verde. He is a member of the Movement for Democracy National Policy Committee and previously was an advisor to the Bank of Cabo Verde in the Department of Economic Studies and Statistics and was a visiting professor of Political Economy and Social Economy at UNIPIAGET and of Green Summit and Macroeconomics for Countries in Development at the Higher Institute of Legal and Social Sciences. He holds a degree in economics from the University of Beira Interior in Covilhã, Portugal. He also has training regarding balance-of-payments statistics from the Multilateral Institute of Africa in Tunis.
